GFR: MW Pro Grand Master and Brethren, a year ago we left the Antients or Atholl Grand Lodge on the receiving end of a stiff letter of complaint from the Moderns Grand Lodge at the lack of progress towards a . The Minutes of the Antients for March 1812, record:
Ordered that six hundred pounds three Percent Consolidated Bank Annuities be purchased in the names of the Trustees, viz. R. Bros. Thomas Harper, James Agar, William Comerford Clarkson and James Perry Esq. in trust for the Charity funds of the Grand Lodge.
Ordered that the Masters and Wardens of the Lodges in and adjacent to London and Westminster do and shall forthwith make out and deliver to the Secretary a list of all and every of the Past Masters entitled to sit and vote in Grand Lodge, with the dates when they respectively served the office of Master and that a printed circular letter be issued for such return and to be filled and returned in thereon.
JMH: MW Pro Grand Master and Brethren, six hundred pounds was a significant amount, with a purchasing power today of almost twenty one thousand pounds. The reason for the census of Past Masters was a result of the argument between the negotiators for the of the two Grand Lodges over the future composition of the United Grand Lodge. Under the Antients Grand Lodge subscribing Past Masters remained members of the Grand Lodge but in the premier Grand Lodge only the actual Masters were entitled to attend. Those who were present here last year might remember that the premier Grand Lodge’s only reason for being against including Past Masters in the membership of Grand Lodge was the rather trivial one that their Hall would not be big enough if they all turned up!
GFR: At the same meeting a memorial from the Committee of the Masonic Institution for Cloathing and Educating the Sons of Deceased and Indigent Freemasons was received and read, as a result of which it was:
resolved and ordered That from and after the date hereof, every Lodge in and adjacent to London and Westminster upon the register of every newly made Mason, shall contribute and pay the sum of Five Shillings and every Country, Foreign and Military Lodge shall in like manner pay Two Shillings and Sixpence which sums shall go in aid of the Institution for cloathing and educating the Sons of indigent Freemasons.”
It is also resolved and ordered “That from and after the 5th of September next, no person shall be admitted into Masonry, in any warranted Lodge under this constitution for a less sum than Three Guineas, to be paid upon his initiation” under a penalty of forfeiture of the Warrant, in any Lodge so trespassing.
JMH: Placing a levy on their members to finance their Boys’ Charity was not a new concept for the Antients. Grand Lodge dues had not then been invented but from its earliest days the Antients Grand Lodge had required its lodges to make a quarterly payment of six pence for each of the members appearing on their returns, which went into their Fund of Benevolence. The sole income of the Grand Lodge itself came from registration fees for new members and those joining additional lodges and fees for warrants and dispensations.
Three guineas might not seem a large amount for the initiation fee, the modern equivalent would be about one hundred and seven pounds. When one realises, however, that a good craftsman or tradesman in early nineteenth century London would only be earning about one pound per week and that the average lodge annual subscription at that time was one guinea, we are given a different perspective. How many potential candidates today would be happy to pay three weeks salary for their initiation fee and one weeks salary as their annual Lodge subscription?
GFR: At the June meeting
The Deputy Grand Master reported that in conformity with the directions of the Grand Lodge, the number of Past Masters had been collected from the returns of the respective Lodges and a list had been handed to the Secretary of the Masons under the Prince Regent prior to their general meeting in April last with the following letter, but that no communication had been received thereon.
In conformity with the wishes of the Committee of Masons under H.R.H. the Prince Regent, the utmost pains have been taken to ascertain the number of Past Masters, who claim the right of seats in the Grand Lodge under His Grace. the Duke of Atholl, and from the best sources of information that could be obtained. I have the honor to subjoin a statement of the utmost number who can be considered at this time entitled to that privilege.
Permit me to observe that upon no occasion has it ever been known for more than one third of the number of the number (i.e. Past Masters) to give their attendance at the Grand Lodge at any one time.
As I am not aware that any Return has yet been made to the Committee under His Grace the Duke of Atholl of the numbers in the representation of the Grand Lodge under the Prince Regent, allow me to say I shall be happy to receive it at your earliest convenience.

JMH: The statistics provided by the Antients were as follows:
Grand Officers Present and Past 16
Masters and Wardens (49 Lodges) 147
Past Masters of the foregoing 375
Considering that the Antients had lodges throughout England and Wales as well as many lodges in the colonies, it would appear that they restricted attendance at their Grand Lodge to Masters and Past Masters of London lodges. Many of their official pronouncements include a statement that they were issued by “we the Grand Officers and Masters and Past Masters of the Lodges in the Cities of London and Westminster in Grand Lodge assembled…”. Forty nine was the number of lodges under the Antients in the London area.
GFR: In another place – as they say – at the Quarterly Communication of the Premier or Moderns Grand Lodge in February of that year:
The Grand Treasurer acquainted the Grand Lodge that he considered it desirable for the Society to make a purchase of the house adjoining to the Tavern and that he had reason to believe such purchase might be made on fair and equitable terms together with certain small premises adjoining thereto which it might be very desirable for the Society to possess, whereupon, on a motion duly made it was
Resolved that the Grand Treasurer be authorised to treat for such purchase under the sanction of the Hall Committee and to conclude the same and under that sanction to raise such sum of money, by mortgage or otherwise, as may be necessary for the completion of the purchase.
The Earl of Moira A.G.M. acquainted the Grand Lodge, that in consequence of the death of Admiral Sir Peter Parker Bart. His Royal Highness the Grand Master had been pleased to appoint His Royal Highness the Duke of Sussex to be Deputy Grand Master which communication was received by the Grand Lodge with every sentiment of respect and approbation.
JMH: The property was acquired and after the was radically adapted by the first Grand Superintendent, the noted architect Sir John Soane, to provide additional lodge meeting facilities. Sadly Soane’s work only survives in his plans and drawings as his extension to the original Hall disappeared during the building of the second Hall in Great Queen Street in the 1860s.
Admiral Sir Peter Parker had been a very popular Deputy Grand Master, an office he had held since 1787, although as commander of the fleet in the West Indies and Caribbean he was often absent from England fighting the French. The choice of His Royal Highness the Duke of Sussex as his successor was, history has shown, a master stroke of dynastic planning. As we shall hear in a few moments, the Earl of Moira who had been the Prince Regent’s Masonic right hand since 1790, was soon to depart for India, and the Prince of Wales, having become Prince Regent, was planning to retire from the Grand Mastership so new leadership would be required. The Duke of Sussex had proved himself an enthusiastic Freemason and was to prove a perfect example of the right man being appointed at the right time.
GFR: At the April Communication of the Grand Lodge :
The Grand Secretary laid before the Grand Lodge letters he had received from the Provincial Grand Lodge of York complaining that the Lodges in that Province did not correspond and remit their Contributions for the Grand Lodge in London through the medium of the Provincial Grand Lodge by reason of which the dignity and consequence of the Provincial Grand Lodge was not sufficiently supported and therefore requesting the interference of the Grand Lodge on the subject. Whereupon after mature deliberation the Grand Lodge declared its opinion that the request of the Provincial Grand Lodge at York cannot be complied with, as such a proceeding would tend to lessen the authority and superintendance of the Grand Lodge over the subordinate Lodges. And the Acting Grand Master undertook to write to the Provincial Grand Master for Yorkshire on the subject.
On a motion made by Brother Thomas Brand Esq. and seconded by Brother the Revd. Dr. Coghlan it was
Resolved that a Grand Organist be appointed to perform on the organ in the hall at the meetings of the Grand Lodge who shall be entitled to wear a Blue Apron and to have a seat in the Grand Lodge. And that the Grand Master be requested to nominate a fit person accordingly.
JMH: The complaint from the Provincial Grand Lodge at York might seem strange to us but is a perfect demonstration of the maxim that historians should look at the past through the eyes of the past and not the eyes of today. Although Provincial Grand Masters appeared as early as 1725 Provincial Grand Lodges as we know them today were a product of the new administrative arrangements after the in 1813. Under the premier Grand Lodge, as today, Provincial Grand Masters were appointed by the Grand Master as his personal representatives within their designated areas. They often appointed a Deputy and a Secretary and were empowered by the Book of Constitutions to appoint Grand Officers pro tempore to assist them on ceremonial occasions such as the constitution of new Lodges, laying of foundation stones and public processions, but Provincial Grand Ranks as we know them came after the .
Indeed, there was ambiguity as to the ranking of Provincial Grand Masters under the Moderns. The minutes of each of their meetings begin with a list of those present in order of seniority. On every occasion the Provincial Grand Masters who attended were listed after the actual Grand Wardens and any Past Grand Wardens who attended. For many years I was puzzled by the fact that the ubiquitous Thomas Dunckerley, who had been Provincial Grand Master for nine Provinces was in 1786 appointed a Past Senior Grand Warden, the first occasion on which a Past Rank was conferred other than the rank of Past Grand Master being conferred on Royal brethren. It was only recently discovered that he had actively sought the rank because he was about to give up his then charges and would no longer qualify to attend Grand Lodge as only the actual Provincial Grand Masters were so qualified.
GFR: At the Grand Feast, held that year in May:
The Grand Lodge having resolved, that a Grand Organist should be appointed, the Grand Master was pleased to appoint Mr Samuel Wesley to that office.
JMH: Samuel Wesley was the son of Charles and nephew of John Wesley, the founders of Methodism. A major composer of his day, called by some the English Mozart, he had been initiated in the Lodge of Antiquity (now) No. 2 in 1788. He was to be Grand Organist from 1812 until 1818 but, sadly, appears to have left no Masonic music. Today he is greatly overshadowed by his son Samuel Sebastian Wesley, one of the great church composer and cathedral organists of the nineteenth century.
GFR: In November the Deputy Grand Master, His Royal Highness the Duke of Sussex, reported on a Special Meeting of Grand Officers held earlier in that month at his instigation at which:
The Grand Treasurer acquainted that Committee that he [that] morning had [had] the honor of an interview with His Royal Highness the Deputy Grand Master who had desired him to express to the Committee His Royal Highness’s regret at being prevented by severe indisposition from attending this meeting that His Royal Highness had ordered the Committee to be summoned for the purpose of taking into consideration the mode of paying some mark of respect to The Earl of Moira A.G.M. (to whose kind care and exertions the Craft is so greatly indebted for its present highly respectable and flourishing state) previous to His Lordship’s expected departure from England and that His Royal Highness was of opinion it would be proper to invite His Lordship to partake of a dinner with the Craft…
That Committee had then Resolved unanimously that a Masonic Dinner at which the Duke of Sussex should preside be given to Lord Moira, to which the members of the Craft generally should be invited, and a further Committee was appointed to oversee the arrangements.
And the Grand Lodge having expressed its approbation of the proceedings of the Committee it was
Resolved unanimously that at the dinner of the Grand Lodge to be given to The Right Honorable The Earl of Moira A.G.M. on the 13th day of January next a Masonic Jewel of a value not less than 500 Guineas be presented to His Lordship in token of the high sense which the Craft at large entertain of His Lordship’s most valuable services to the Society from the year 1790 to the present time, and of the Brotherly affection they bear him
Resolved unanimously that the several Lodges be invited to contribute towards this expense in order that every member of the Craft may have an opportunity of testifying his regard, individually to the M.W. Acting Grand Master.
JMH: Lord Moira had been appointed Governor and Commander in Chief at Bengal, where he was to remain for ten years. He broke his journey to India with a brief sojourn in Mauritius, where with Masonic ceremonies he laid the foundation stone of the new Roman Catholic cathedral.
Moira had been Acting, or as we would say Pro, Grand Master since 1790 and had steered the Moderns through a difficult period, not least the possibility of the Craft being proscribed under the 1799 Unlawful Societies Act. Calling for five hundred guineas to purchase a jewel to mark his long service was extraordinarily generous, in modern purchasing power it equated to just under eighteen thousand pounds. The dinner held on 27 January 1813 was indeed a gala occasion attended by Their Royal Highnesses the Dukes of Sussex, York, Clarence, Kent, Cumberland and Gloucester, the Deputy Grand Master of Scotland and a representative of the King of Sweden. The presentation was magnificent. The jewel, surrounded by brilliants, carried the Acting Grand Masters’ emblem and was suspended from what was described as “a collar of three feet long, composed of seven rows of fine Maltese chain, intersected by five parallelograms with brilliant centres”. It was made by Brother J. C. Burckhardt of the Lodge of Antiquity. The jewel is now in the Museum in this building but the collar was eventually broken up into necklaces for Moira’s female descendant. The final cost was six hundred and seventy pounds, just over twenty two thousand five hundred pounds today!
GFR: 1912 seems to have been a rather uneventful year. Leaving aside a spate of Appeals and the investiture of a new Assistant Grand Secretary, the only item which catches the eye – and catches it spectacularly – was in March of that year when the Pro Grand Master stated:
I regret that I feel obliged to disallow the motion standing in the name of the V.W. Brother the President of the Board of General Purposes. It is a proposal to alter the established custom in the matter of appointments and precedence and therefore affects the prerogative of the Grand Master.
JMH: Strong words indeed, and stronger were to follow for the Pro Grand Master, Lord Ampthill, was not known for his diplomatic skills! To challenge the President in Grand Lodge, apparently without any warning, was unprecedented.. The motion concerned the precedence of Lodge officers, something not then governed by the Book of Constitutions. Ampthill claimed that the motion interfered in the prerogatives of the Grand Master, had the Grand Registrar been asked he might have had a contrary view! Wisely the President withdrew the motion and the matter was not raised again. Lord Ampthill, however, began almost a crusade to have the whole administration of the Craft examined and revised. But that, as they say, is a story for another day.

An address by the MW the Pro Grand Master Peter Lowndes
I have recently finished the two yearly Regional Conferences that I have with Provincial Grand Masters. These are relatively informal affairs and cover a wide range of subjects. I find them extremely useful and they are kind enough to say the same – but, of course, what else could they say!
One theme that ran through them all was a determination to see our numbers on the increase by 2017. Indeed, in one or two cases, this has already started. This means that perhaps we are getting some things right.
I have said frequently that we must not be looking for new candidates simply for the sake of increasing numbers, but if we can start this increase with the right candidates there should be a knock on effect.
Enthusing new members is of paramount importance and we heard from Brothers Soper and Lord at the September Quarterly Communication about the work of the Universities Scheme. Following that talk I have asked the Universities Scheme Committee to think about how best we can implement some of the principles that were mentioned, across the whole Craft.
Recruiting and retaining young candidates is our most important task and I am confident that those who have made the Universities Scheme successful can help us with this important challenge. However this is not just down to them and we must all pull our weight in this respect.
Brethren, in November I visited my Great Grandfather’s mother Lodge in Hertfordshire and a splendid occasion it was, with an almost faultless 2nd Degree Ceremony being performed. I can almost hear you all thinking that they would have spent hours rehearsing. Not so, as they didn’t know that I was coming.
The reason for mentioning this today is that in the Reply for the Visitors the Brother speaking referred to the Craft as an altruistic society. Altruism is one of those words that I have often heard used and possibly even used myself without having been completely sure of its meaning. The dictionary definition is “regard for others as a principle of action”. Rather a good description for a lot of what Freemasonry is about.
If we can instil this ethos into our candidates, we won’t be going far wrong. Of course it is not all that we are about, but it is not a bad starting point, as it should naturally lead to a practice of Brotherly Love, Relief and Truth, which in itself leads on to our charitable giving, which seems to be second nature to us.
During this year the Festivals for our Charities in our Provinces have raised a total of nearly £10m, of which Leicestershire and Rutland raised £1.7m for the RMBI; Warwickshire raised £3.16m for the MSF; Cambridgeshire £1.285m for the Grand Charity and Devonshire £3.836m for the RMTGB. In these troubled economic times this, Brethren, is remarkable and I congratulate all those concerned.
I hope that our membership, as a whole, are far more familiar with the activities of all our Charities than might have been the case 20 or so years ago. The promotion of their activities by the Charities is excellent and the Freemasonry Cares campaign has enlightened many people at home and abroad about what support is available.
Whilst 3 of our Charities are Masonic in their giving, and there is nothing to be ashamed of in that - quite the contrary in my view, the Grand Charity, of course, has a wide brief for giving to non Masonic bodies, provided that they are also Charities. Not everyone appreciates this aspect, or how much money is involved and we should be quick to point it out.
Brethren, since 2007 we have had excellent and amusing talks on the past at the December Quarterly Communication from Brothers Hamill and Redman and we should be proud of our history, but it is of paramount importance that we look forward and ensure that we go from strength to strength in the future in both numbers and our usefulness to the society in which we live.
Brethren, I wish you all a very relaxing break over Christmas, particularly if, like me, you will be having your Grand Children to stay.

Report of the Board of General Purposes
The Minutes of the Quarterly Communication of the Grand Lodge of 12 September 2012 were confirmed.
Nomination of Grand Master
HRH The Duke of Kent KG was nominated as Grand Master for the ensuing year.
Annual Investiture of Grand Officers, 24 April 2013
So that sufficient accommodation can be reserved for those Brethren who are to be invested and their friends, admission to the Annual Investiture is by ticket only. Brethren to be invested for the first time may invite to be present with them three qualified Brethren, and those to be promoted two qualified Brethren. Allowance having been made for such an issue and for those whose presence in the Grand Lodge is essential, a few seats will remain.
Written application for these seats may be made to the Grand Secretary between 1 March and 31 March by Brethren qualified to attend the Grand Lodge: Past Grand Officers, Masters, Wardens (not Past Wardens) and Past Masters qualified under Rule 9, Book of Constitutions.
Applications should state clearly the name, address and Lodge of the Brother concerned and under which of the four categories mentioned his application is made. If necessary, a ballot for the allocation of seats will be held in early April, and tickets will be posted to successful Brethren on or about 8 April. Brethren who have been unsuccessful will be so informed.
Masonic Year Book
The next edition of the Masonic Year Book 2013–2014 will be available next summer. The charge remains at £12 per copy, plus postage and packing where appropriate. It is not proposed to produce a new edition of the Directory of Lodges and Chapters during 2013. Copies of the 2012 edition will still be available from Letchworth’s shop.
Every Lodge will receive one copy of the Masonic Year Book free of charge. The Board emphasises that these copies should be available to all the members of private lodges and not regarded as for the exclusive use of the secretary to whom, for administrative reasons, they are dispatched.
Metropolitan and Provincial Lodges: As in previous years copies will be dispatched direct to secretaries of lodges. Lodges Abroad: Sufficient copies will be dispatched to District Grand Secretaries for distribution to lodges in the Districts. Lodges abroad not in a District will receive their copies direct.
Prestonian Lectures for 2013
The Board has considered applications for the delivery of the official Prestonian Lectures in 2013 and has decided that these should be given under the auspices of the following: Jubilee Masters Lodge, No. 2712 (London), Bowen Lodge, No. 2816 (Buckinghamshire), Torbay Masters Lodge, No. 8227 (Devonshire).
The Lecturer, W Bro P.R. Calderwood, PSGD, states that the title of the Lecture will be: As we were seen – the Press and Freemasonry.
Deputy and Assistant Grand Chancellor
Since 2007 most of the functions previously exercised by the Grand Secretary in connection with the Grand Lodge’s relations with recognised Grand Lodges have been carried out by a Grand Chancellor.
The Board has given consideration to increasing the number of Grand Officers to include a Deputy and an Assistant Grand Chancellor in order to provide support to the Grand Chancellor, particularly in visiting recognised Grand Lodges.
It now recommends that power be given to the Grand Master to appoint one or both of those additional Grand Officers. Notice of motion to amend the Book of Constitutions accordingly appeared on the paper of business.
Recognition of a Foreign Grand Lodge
The Prince Hall Grand Lodge of Missouri
The Most Worshipful Prince Hall Grand Lodge of Missouri was formed in June 1866 from three lodges consecrated between 1858 and 1860 in Missouri by the Prince Hall Grand Lodge of Ohio, which was recognised by the United Grand Lodge of England on 11 June 1997.
The Prince Hall Grand Lodge of Missouri shares jurisdiction with the Grand Lodge of Missouri, which granted it recognition in 2002 and has also confirmed that it would have no objection to our doing so.
It having shown that it is regular in origin and that it conforms to the Basic Principles for Grand Lodge Recognition, the Board has no reason to believe that it will not continue to maintain a regular path and recommended that the Most Worshipful Prince Hall Grand Lodge of Missouri be recognised.
A resolution to this effect was approved.
The Board had received reports that the following lodges had resolved to surrender their Warrants:
Bury Lodge, No. 5119, in order to amalgamate with Lodge of Relief, No. 42 (East Lancashire); Howardian Lodge, No. 5317, in order to amalgamate with Llangattock Lodge, No. 2547 (South Wales); Rockhaven Lodge, No. 7649, in order to amalgamate with Horwich Lodge, No. 2324 (West Lancashire); and Oriel Lodge, No. 9023, in order to amalgamate with Lodge of St Andrew, No. 8934 (South Wales).
The Board accordingly recommended that the lodges be removed from the register in order to effect the respective amalgamations. A Resolution to this effect was approved.
Erasure of Lodges
The Board had received a report that 24 lodges had closed and surrendered their Warrants. The lodges are: Abercorn Lodge, No. 1549 (Middlesex), Rose Lodge, No. 1622 (London), Ravenscroft Lodge, No. 2331 (Hertfordshire), Woodstock Lodge, No. 2379 (S. Africa, WD), Wallsend Lodge, No. 2703 (Northumberland), Social Lodge, No. 3472 (West Lancashire), Borough Polytechnic Lodge, No. 3540 (London), St. Christopher’s Lodge, No. 4170 (London), Crofton Oak with Shooter’s Hill Lodge, No. 4277 (West Kent), Connaught Lodge, No. 4802 (Warwickshire), Mosaic Lodge, No. 5048 (London), Emanation Lodge, No. 5232 (London), City Lodge, No. 5287 (Northumberland), King David Lodge, No. 5719 (London), Tudor Lodge, No. 5994 (Middlesex), Optima Lodge, No. 7380 (Namibia), H. A. Mann Lodge, No. 7493 (Surrey), Oaks of Arden Lodge, No. 7601 (Warwickshire), Cheiron Lodge, No. 7775 (Buckinghamshire), Charter Lodge, No. 7834 (Zimbabwe), Posthorn Lodge, No. 8467 (London), St. Amphibalus Lodge, No. 9154 (Hertfordshire), Ex Cathedra Lodge, No. 9229 (Warwickshire) and Phoenix of the Metropolis Lodge, No. 9744 (London).
Over recent years, the lodges have found themselves no longer viable. The Board is satisfied that further efforts to save them would be to no avail and therefore had no alternative but to recommend that they be erased. A Resolution to this effect was approved.

A presentation was given on the Proceedings of Grand Lodge of 200 and 100 years ago by VW Bro J.M. Hamill, PGSwdB, and VW Bro G.F. Redman, PGSwdB, Assistant Grand Secretary.
A Quarterly Communication of the Grand Lodge is held on the second Wednesday in March, June, September and December. The next will be at noon on Wednesday, 13 March 2013. Subsequent Communications will be held on 12 June 2013, 11 September 2013, 11 December 2013, 12 March 2014. The Annual Investiture will be held on 24 April 2013.
Supreme Grand Chapter
Convocations of Supreme Grand Chapter are held on the second Wednesday in November and the day following the Annual Investiture of Grand Lodge. Future Convocations will be held on 25 April 2013, 16 October 2013 (transferred to this date from 13 November by resolution of Supreme Grand Chapter, 26 April 2012) and 1 May 2014.

AN ADDRESS BY THE MW THE PRO GRAND MASTER THE MOST HON THE MARQUESS OF NORTHAMPTON, DL
In November 1999 the Grand Master’s Council appointed a Committee to consider the basis on which appointments to Grand Rank were allocated to Provinces and Districts and various related matters, and to make recommendations to my predecessor as Pro Grand Master, the late MW Bro Lord Farnham.
The Committee, under the Chairmanship of the Deputy Grand Master, RW Bro Iain Bryce, reported its interim findings to Lord Farnham in the middle of last year and those findings were considered by the Grand Master’s Council in September 2000 and have already been implemented.
In April 2001 I requested the Committee to carry out the second phase of the review, dealing principally with the basis on which appointments to London Grand Rank, Overseas Grand Rank and Provincial and District Grand Ranks are allocated. At the same time certain changes were made to the composition of the Committee. The Committee submitted its report and recommendations on 21st November and I have already authorised its distribution for comment by 1st February 2002 to the Grand Master’s Council, Provincial and District Grand Masters, Grand Superintendents, Grand Inspectors, the Board and Committee of General Purposes.
I would like to express my gratitude to the Committee for its work and, in particular, the Deputy Grand Master for his Chairmanship of it and to the Assistant Grand Secretary, Bro. Graham Redman for his excellent and painstaking work as the Clerk to the Committee.
Speaking of my predecessor, Lord Farnham, I am pleased to announce that the Grand Charity, at the next opportunity in March, is to propose two grants of £25,000 each in memory of Lord Farnham. The first is to the Cancer Vaccine Institute with the Division of Oncology at St. George’s Hospital Medical School to continue the development of the kidney cancer vaccine. The research has now reached the stage of clinical trials and the grant will allow thirty patients to be treated over the next two years.
The second grant is the Palliative Care Research Fund of the Royal Marsden Hospital. This grant will provide funding to investigate the clinical uses of cannabis and the effectiveness of morphine for the treatment of cancer pain.
Lord Farnham also was, of course, an Irish Mason and I had the pleasure of representing the Grand Master at the Installation of the new Grand Master of the Grand Lodge of Ireland, MW Bro Eric Waller, in Dublin on 22nd November. It was a very happy occasion and we all wish him and his Grand Lodge every success for the future.
A few days later I was in Edinburgh for the re-Installation of the Grand Master Mason of the Grand Lodge of Scotland, Bro. Archibald Orr Ewing, now in his third year in that office. This was my first visit in my present capacity and I can report that both our two sister Constitutions are in very good hands.
From Edinburgh I flew to Paris for the Installation of the new Grand Master of the Grande Loge Nationale Française, MW Bro Jean Charles Foellner. He too received from me a personal gift from our Grand Master, a medallion struck by the Royal Mint bearing on one side the Arms of the United Grand Lodge of England and on the other the signature of His Royal Highness The Duke of Kent, as Grand Master. Brethren that was a remarkable occasion, with more than forty Grand Lodges represented, many of them recent creations in Africa by the GLNF. I took the opportunity to stress that the GLNF is the only regular Grand Lodge in France and to express the hope that it will soon be able to overcome the difficulties it has been facing from within and without.
Brethren, it has come to my attention that a reconstruction of an 18th Century variation of our ceremonies, including the opening and closing of a Lodge has been demonstrated by members of this Constitution when non-Masons, including ladies, have been present. This cannot be right. The essential parts of our ceremonies have hardly changed over the centuries and although they were exposed more than 250 years ago we have individually promised not to reveal them. I believe that the guidelines the Board of General Purposes has laid down for demonstrations of rituals, other than those practised by our own Lodges stand equally to historical reconstructions, but I have asked the Board to look into the matter and, if necessary to bring guidance before Grand Lodge at a future meeting.
Brethren, I would like to add my thanks to Bro Daniel for his work as Grand Secretary over the past three and a half years. His re-organisation of the staff structures in this building and the introduction of systems of management, both financial and administrative have helped ensure that the Craft is better run and his contribution to our external relations, with his wide experience of Freemasonry overseas has ensured that the voice of the United Grand Lodge of England is once again being heard as a force for common sense and stability. I am sure you will all join me in wishing him a very happy retirement in Cornwall and more time to spend with his wife Jenny and sailing his boat.
Finally Brethren, I am pleased to tell you that we will be holding a service of celebration to launch the Freemasonry in the Community week on June 18th next year in St Paul’s Cathedral. While it will be a predominantly Christian service, Brethren of all faiths will be included and further details will be provided in due course.

An address by the MW The Pro Grand Master The Most Hon The Marquess of Northampton, DL
I have had the great privilege of being Pro Grand Master since March 2001 and before that I was Assistant Grand Master for five years in charge of London. I have decided that the time has come for me to step down in March and give someone else the chance to steer the Craft for the next few years.
These past eight years have continued a process of great change for English Freemasonry, helping it to come through one of the most difficult periods in its history.
As the Grand Master pointed out recently, we are entering a period of consolidation, and if we continue to build on the foundations of openness we have laid for the 21st century there is every chance that we will start to grow again. I welcome an increase in our numbers as long as we continue to maintain the highest standards and concentrate on the quality of our candidates.
I am pleased to tell you that the Grand Master has appointed RW Bro Peter Lowndes, Deputy Grand Master, to succeed me. He will be installed as Pro Grand Master at the Quarterly Communication of Grand Lodge in March. He will be succeeded as Deputy Grand Master by RW Bro Jonathan Spence, Grand Director of Ceremonies, and he in turn by W Bro Oliver Lodge, Past Deputy Grand Director of Ceremonies. I am pleased to say the Assistant Grand Master will be continuing in office. I shall be presiding at Grand Lodge for the last time in December.
I wish Bro Lowndes every success in his new important role and have every confidence that the Craft will be in very capable hands. For my part I shall continue to enjoy my Masonry, albeit at an easier pace and with less direct responsibility.
I look forward to helping in any way I can to ensure the future good health and happiness of English Freemasonry. It has been an honour to serve the Craft.

AN ADDRESS BY THE MW THE PRO GRAND MASTER THE MOST HON THE MARQUESS OF NORTHAMPTON, DL
On the nineteenth of July, this very fine building – created as a Masonic Peace Memorial – will be seventy-five years old. At the June Quarterly Communication in 1933, held seventy-five years ago last Saturday at the Central Hall Westminster, Lord Ampthill, the then Pro Grand Master, thanking Lodges for their generous response to the appeal for the erection of this building said that, “it would be an outward sign of our pious memory of the Brethren who fell in the Great War and, at the same time, a fulfilment of the duty we owe those who came after us.”
I believe that the building remains today as a fitting memorial for the Brethren who fell in the Great War. And a fitting fulfilment of the duty the planners and builders owed to those who came after them. I am confident that that fulfilment will continue for many generations of future Masons.
Referring to the building the then Pro Grand Master continued, “it is a duty we owe to the cause of Masonry, and to Freemasons all over the world, that the headquarters of the English Constitution should be worthy of the honour and reputation that we enjoy, and that the place of assembly of the Grand Lodge of England should be fully significant of our faith and cause, our confidence in the future, and our determination to make Freemasonry more and more a potent influence for the good in national life.”
Shortly afterwards, the Grand Master, His Royal Highness the Duke of Connaught and Strathearn held an especial meeting in connection with the dedication of this Masonic Peace Memorial at the Royal Albert Hall, followed the next day – 19 July 1933 – by the dedication itself, here at Great Queen Street. So, the first Quarterly Communication was held here on 6 September 1933. To commemorate that, at our next Quarterly Communication in September, I have asked Brother John Hamill, Director of Communications, to talk about the history of the building.
Towards the end of last year I launched a survey of Lodge and Chapter records. This survey will be an important building block for the book on Masonic history which we are planning to publish in 2017 as part of the Tercentenary celebrations of the formation of the first Grand Lodge. Undertaking this survey within an organisation of this size and age is ambitious. But I am confident that, with your help, it will be successful and that the results will also be important in encouraging further research into our history.
I have been following the results very closely and I am pleased that the project has been enthusiastically supported. All our Provinces have now appointed a volunteer co-ordinator to organise the survey. Most of these co-ordinators have taken the opportunity to attend a briefing meeting here at Freemasons' Hall, and have already started the survey in their Provinces. We hope to have completed the survey by the summer of 2009.
At the end of May the Deputy Grand Master opened the Women and Freemasonry Exhibition in the Library and Museum. It covers the development of Freemasonry for Women in the early years of the last century. At the preview guests included lady representatives from the various women’s organisations including the Order of Women Freemasons and the Honourable Fraternity of Antient Freemasons. We maintain our independence from the women’s organisations and they are happy to maintain their independence from us. Apart from the historical interest, the Exhibition has a valuable public relations benefit. It will help to dispel the commonly held myth, among non-Masons, that there are no women in Freemasonry! I commend the Exhibition to you.
The Hampton Court Flower Show in July will feature a garden with a Masonic theme which I hope will encourage some of you to visit, if you have an interest in gardens. It is sponsored by the Metropolitan Grand Lodge and twelve Provinces in the south of England. I am looking forward to attending and the dates and details can be found on the UGLE website. Brethren, returning to the words of the Pro Grand Master in 1933, and comparing those words with the situation today: this fine building is fully significant of our faith and cause; we have confidence in the future and we remain determined to make Freemasons more and more a potent influence for good in our national life. In fact, I believe that the Craft is in a much stronger position now than it has been for many years, and I end my remarks by wishing you and your families a very happy summer.
Because this Quarterly Communication has included the presentation of the Rulers’ Forum Mentoring Project and the meeting of the Grand Charity, I will keep my remarks brief.
I am pleased that the legislation has been passed enabling the appointment of Provincial and District Grand Orators. This means that we can now start the Orator Scheme in earnest. I have asked for intended orations to be approved before they are delivered and the Orators will now be fully briefed on the procedure for this.
In January you will have received your copy of the new Freemasonry Today. I was impressed with all the work done on this first issue and I know that it will become a valuable tool for promoting a better understanding of the Craft and Royal Arch as well as wider topics of interest. The next issue will be with you at the beginning of April.
Since the last Quarterly Communication the Deputy Grand Master has installed the District Grand Master for Gibraltar and the Assistant Grand Master inaugurated the new District of Northern India before installing the District Grand Master. He also attended the one hundred and fiftieth anniversary of Combermere Lodge in Melbourne, Australia.
The lunch after Quarterly Communication is restricted to Grand Officers. I am minded that from the June Quarterly Communication this should be extended to include anyone who is qualified to attend Grand Lodge. In order to control the numbers it is likely that, at least initially, applications should be made through Provincial Grand Secretaries or the London Office or alternatively Grand Officers will be allowed to invite guests who are qualified to attend. The Grand Secretary will be explaining how this will work in practice when he sends you the usual form.

You will have seen reference, in the Paper of Business, to the European Grand Masters’ meeting held here on the 5th and 6th of November. This was an historic occasion, and was planned as a one-off meeting so that we, as the mother Grand Lodge, could make clear our views on regularity, recognition and sovereignty. We had been under pressure, for some time, to give guidance and a clear stance on our position. This we did, and my speech to open the conference is printed in full as an appendix to the Paper of Business. I draw your attention to the first paragraph where I set out our position on regularity, and later I make the important point that it is not Freemasonry but the individual Mason, imbued with the principles and tenets of the Craft, who has a positive influence on society.
The Grand Master hosted an enjoyable reception and dinner on the eve of the formal meeting for representatives of forty-four European Grand Lodges, which included no less than forty-one Grand Masters.
What was apparent from the meeting is that while we may have a wide diversity of customs and practices in European Freemasonry, we all subscribe to the same basic principles and tenets and are determined to maintain and preserve regularity. From the feedback we have received the meeting was considered a success and there is now a determination to continue the contacts which were made and to strengthen the lines of communications between European Grand Lodges. This can only be good for the future of regular Freemasonry.
It was an historic occasion, and like all major meetings did not just happen. I would like to place on record my thanks to VW Bro John Hamill and all the other members of the Grand Secretary’s staff who worked so hard to make it enjoyable and successful.
Brethren, you should know that at the meeting of Supreme Grand Chapter in November I announced that the working group set up last year under the Chairmanship of the Second Grand Principal, had now published its report into the recruitment and retention of Royal Arch Masons. The first conclusion of the report relates to the additional paragraph to the 1813 Declaration in the preamble to the Book of Constitutions, relating to the status of the Royal Arch. This was added to by Grand Lodge, in December 2003. In short, this describes the Royal Arch as “an extension to, but neither a superior nor subordinate part of the Degrees which precede it”. There is no doubt that the Royal Arch is not the completion of just the third degree. But it is not felt that the 2003 declaration accurately reflects the relationship of the Royal Arch to the three Craft degrees. The result is that it has not been helpful to those joining or seeking to recruit new members. So, I am minded to request Grand Lodge to give careful consideration to replacing the 2003 paragraph with a fresh definition. I feel that, in general terms, we should all seek to describe the Royal Arch as the next step in Freemasonry after the Craft degrees and the final step in pure Antient Masonry.
The other important conclusion of the report, in relation to recruitment, is a recommendation to Grand Lodge from Supreme Grand Chapter, that a Royal Arch representative should be appointed in each Craft Lodge. This representative, at least until further research and consideration, would not be a Lodge officer. But he would have responsibility for promoting the Royal Arch within the context of the Lodge. Where his role has already been implemented in some Lodges, it has had a dramatic effect on the levels of recruitment and retention. Representatives need to be carefully chosen and the report gives advice and guidance on this matter.
Since the last Quarterly Communication I have visited our three Districts in India, accompanied by the Grand Secretary. This proved to be a very successful trip visiting the District of Bombay and Northern India in Mumbai; the District of Bengal in Kolkata and the District of Madras in both Chennai and Bangalore. This was my first visit to India and we were greeted by everyone with great warmth. I held a business meeting in each District and we met as many of the Brethren and their wives, as possible.
At the request of the District Grand Master of Bombay and Northern India we are reforming the District back into two Districts. The District has been a happy one and the split is purely based on the enormous distances between some of the Lodges. The inauguration of the District of Northern India will take place in early January.
At the third Rulers’ Forum meeting yesterday, Brethren from three of the Groups gave a presentation on the best points from all the mentoring schemes that exist and more. Retention depends on mentoring and education and the CD-ROM which they have produced contains information and guidance for mentors from the interview stage through to third degree and beyond. It was so impressive that I have asked them to repeat the presentation at our next Quarterly Communication in March.
Finally, Brethren, I wish you and your families every joy for the Festive Season and a very happy New Year.
I am delighted to see so many of you here this morning for this Quarterly Communication and I bid you all a very warm welcome. I thank you all for the honour you have done me by re-electing me as your Grand Master and I look forward to another busy and challenging year at the head of English Freemasonry.
I should like to start by expressing my thanks and that of the Craft to two distinguished Brethren who have just retired from high office.
RW Bro Iain Ross Bryce has been a Grand Officer for 21 years, which includes 8 years as Provincial Grand Master of the Province of Yorkshire, North and East Ridings and 12 years as Deputy Grand Master. In addition to the extensive duties attached to the offices he has held, Bro Bryce has spent a considerable amount of his time working with and co-ordinating the Masonic charities. His chairmanship of the Committee which decided the future of the Foundation for the Aged and the Sick in 1988, and of the Sick fund in 1989 which later developed into the New Masonic Samaritan Fund, was followed by his work on creating the Charity Festival matrix in 1992. More recently he chaired the Committee looking at the allocation of Grand and Provincial Ranks. He intends to remain active, you will be pleased to know, in Masonry and is currently the founding Master of Bridlington Bay Lodge, No 9778, which was consecrated in November 2003. Bro Bryce will continue in office as Second Grand Principal in the Royal Arch so his experience and advice will not be lost to us.
RW Bro Earl Cadogan has been a Grand Officer since 1969 when he served as Senior Grand Warden. His 34 years as a Grand Officer include 11 years as President of the Masonic Foundation for the Aged and the Sick, 6 years as President of the Masonic Trust for Girls and Boys and 4 years as President of the Board of General Purposes. Bro Lord Cadogan first joined the Board as an appointed member as long ago as 1983. He served on the Finance Committee from then until he became its Chairman in 1991, and relinquished this office only when he became President in 1999, having also acted as Vice-President of the Board in 1991 and 1992.
The Craft owes both these Brethren an immense debt of gratitude for their hard work, which they have undertaken over so many years, and their dedication to Freemasonry. We thank them for everything they have done for us and wish them many more happy and rewarding years in Freemasonry.
Brethren, you will know that I normally attend the Craft Annual Investiture and take the opportunity of addressing Grand Lodge. This year however I shall attend the Annual Investiture of the Royal Arch on 29th April and it is my intention to address Supreme Grand Chapter. I want to take this opportunity, therefore, of dealing with some important issues which affect the Craft in particular.
It was a great pleasure for me to be able to take part in the splendid ceremonies at the Royal Albert Hall last October, setting up both the Metropolitan Grand Lodge and Metropolitan Grand Chapter of London. It was a magnificent occasion and reflects great credit not only on the staff of London Management who worked long hours over many months in preparation for the event, but also the volunteers of the London Grand Rank Association. We also owe a debt of gratitude to those in the Grand Secretary’s office without whose dedication and support no great occasion of Grand Lodge would be possible, and in particular to the Assistant Grand Secretary for his work on the complex changes to the Book of Constitutions. Praise is also due also to Bro John Wright who acted as overall Project Manager, and his team of Stewards under the leadership of Bro Andrew Wigram, and of course to the Grand Director of Ceremonies and his Deputies, who conducted the ceremonial activities of the day so smoothly.
It will take time for the new structure to bed down because this is the biggest change in Freemasonry for almost 200 years, but there are already welcome signs that a new spirit of co-operation and companionship is beginning to transform the newest Masonic venture into something of which we will be very proud.
The Strategic Working Party, set up by the Pro Grand Master to review the Royal Arch, has worked hard on the proposed revisions, and Grand Lodge has already taken an historic step by adding a paragraph to the “1813 Declaration.” This allows us to recognise, formally, that the Royal Arch is a separate Order of Masonry and will strengthen the status of Supreme Grand Chapter without affecting the relationship of the Royal Arch to the Craft. I know that some of you have expressed concern that this change may tend to weaken those historic ties, but I want very strongly to endorse the phrase used by the Pro Grand Master in his speech last September, when he emphasised that the Royal Arch is to remain “indissolubly linked to the Craft”. There is no compromise here, Brethren: that bond is to remain as strong and as close as ever, and the Royal Arch should be regarded by all as the important final step in pure Antient Freemasonry. I shall have more to say about the future of the Royal Arch at the Annual Investiture of Supreme Grand Chapter, but in the meantime I wish to thank all the members of the Strategic Working Party for their hard work.
Support of our Masonic charities has always been one of the Keystones of Freemasonry. It is very important, I believe, that in addition to the great Masonic causes we also reach out to the public and ensure that our charitable giving also extends as well to non-Masonic causes, which indeed is a necessary part of our duty to society. It is vital, nevertheless, that our Masonic Charities have the funds they need to fulfil their primary purpose of looking after our beneficiaries, and that is why I welcome today’s initiative to increase the contribution which we all pay to the Grand Charity.
I have been reflecting on the changes in Masonry since you honoured me 36 years ago by electing me as your Grand Master. Membership during this period has declined, it is true, from its post-war boom back to the levels seen in the interwar years. At the same time the almost obsessive secrecy of the thirty years from the 1950s onwards has been followed by a policy of increasing openness which has encouraged us to be more outward looking.
The consequence of this has been a greater desire to defend ourselves against unwarranted external attack and a willingness to correct malicious falsehoods about the Craft spread by those who do not wish to hear the truth.
The Craft has shown in recent years that it is prepared to adapt itself to the changing circumstances of modern life to a greater degree than ever before in its history. Only thus, as the Royal Arch ritual tells us, can it ‘survive the wreck of mighty empires and resist the destroying hand of time’, and I welcome the flexibility which enables us to react so positively at a time of unparalleled changes in society at large.
Before closing, I would like as usual, to express our thanks once again to all those who make our meetings run so smoothly, the Grand Director of Ceremonies and his team who have conducted today’s proceedings with their customary calm competence, and the Grand Secretary and his staff who ensure that our organisation is administered and serviced so efficiently. Finally Brethren I would like to thank all of you who have attended in such large numbers today.

At this time last year we were preparing for our Freemasonry in the Community week. This involved opening the doors of our meeting places to the general public and taking the opportunity of explaining what we do. Although it is too soon to repeat the exercise again this year, nevertheless I hope that Brethren will continue to hold open days as they undoubtedly have a positive effect and add greatly to our public relations.
There is some confusion among Brethren that this alternative tie [indicated the Craft tie] can only be worn in Grand Lodge and not on other occasions. This is not the case; the tie can be worn by any member of a Lodge under the United Grand Lodge of England on any Masonic or non-Masonic occasion.
I am told that the tickets for the Constitution by the Grand Master of the new Metropolitan Grand Lodge of London on October 1st in the Royal Albert Hall are going very well, and a good number of Brethren and Lodges are becoming founder members. This will be a truly historic occasion, and if you wish to be present I recommend you apply for tickets as soon as possible to avoid disappointment.

Next Tuesday we are celebrating ‘Freemasonry in the Community’ week which is fast becoming ‘Freemasonry in the Community three weeks’, with a service in St Paul’s Cathedral at 11a.m. There are still a few places available and if you have not already done so please apply for tickets today using the form provided. You might be interested to know that we have well over 1,000 events taking place all over the country during this initiative.
On Wednesday, 26 June, the Masonic Trust for Girls and Boys are holding a Grand Choral Celebration here in the Grand Temple. The choir will largely comprise choristers from all over the country who have been supported by the Charity. Tickets at £10 each are available outside the Grand Temple.
Many of you may have seen the recent series on television called ‘Spooks’, some of which was filmed in this building. Filming here has proved a useful source of income for Grand Lodge, and we are grateful to the London Film Commission for supporting us. In return we are sponsoring part of the costs of a free public showing which they are arranging of the film ‘Singin’ in the Rain’. This is due to take place next Saturday evening at the Paddington Recreation Ground at 7p.m. and is open to the first 3,000 people to arrive. I don’t know what the weather forecast is for next Saturday but if you like ‘Singin’ in the Rain’ do give your support.
Brethren, we have received 400 hundred possible designs for the tie competition from 124 applicants and I hope this summer will give an opportunity for the judges to suggest a short-list for consideration.
And finally, Brethren, on Thursday, 27 June, I shall be opening the exhibition of the works of the Artist-Photographer, Alvin Langdon Coburn, who was also a prolific Mason. It is being organised by the Library and Museum Charitable Trust, will be the first major exhibition of its kind that we have sponsored and I recommend a visit. Brother Coburn had a long and distinguished Masonic career in North Wales and Freemasonry was central to his life. He wrote an explanation of it which seems appropriate for our Freemasonry in the Community initiative. He said “that Freemasonry is not a thing apart, cut off from life, it is interwoven with it, and the more it is studied with a view to spiritual progress, the more enlightened one becomes, and the richer in consequence are our lives!”
Brethren, this is the last time I shall be able to address you before the summer break, but I wish you all a very time with your friends and families and look forward to seeing you again in September, when the new Masonic season starts.

An address by the MW The Pro Grand Master Peter Lowndes
It has been an exciting, if somewhat wet, summer throughout the country and I trust you have all come back refreshed for the new Masonic season.
I have just started the first of four regional business meetings with Provincial Grand Masters. Clearly this is an ideal opportunity to talk about the current initiatives we are all involved in and to share thoughts and ideas. Importantly, we are all united in our mutual commitment to recruit and retain the best people – men of quality.
As the Masonic fraternity is a single, indivisible fellowship which is neither divided nor affected by local or national boundaries within our Constitution, the word united is extremely appropriate – not only for what we are all doing together today – but especially as we move forward to our three hundredth anniversary celebrations in 2017. Hence Metropolitan Grand Lodge, the Provinces and Districts are united as part of one fellowship – that of the United Grand Lodge of England.
With this in mind, one of the agenda items on my regional business meetings covers how we want to be working together to plan the 2017 celebrations, remembering that this is just over four and a half years away. From the very outset, I want to make it clear that this is a celebration for every one of us – for the members throughout the English Constitution, both here and in the Districts.
Celebrating three hundred years is a once in a lifetime event for us all, as well as appropriately marking this wonderful achievement of reaching this significant milestone, and, of course, being the first Grand Lodge to do so.
We have seen two great events this summer – that of Her Majesty’s Diamond Jubilee and the Olympic Games. Both these events proved highly successful and raised the morale and spirit of our Nation. That is exactly what I want the members’ 2017 celebration to achieve for our united fraternity.
I am convinced that by working through the Metropolitan Grand Master and the Provincial and District Grand Masters we will encourage a large participation in this great occasion. Although there is much detail to be planned and to be communicated to you for your own planning, the main event will certainly include partners.
Brethren, we are proud to be Freemasons and 2017 is a great opportunity to show that pride not only to our families and friends, but to the non-Masonic community as well. To this end it will also be the natural culmination of the open public relations strategy we have embraced.
I can tell you, even at this early stage, that the main event in June 2017 will be at the Excel Centre, near the Olympic Stadium. This is one of the few locations in the Country that has the necessary capacity and infrastructure to properly enable us to celebrate this once in a lifetime momentous event.

Statements by The President of the Board of General Purposes and The Grand Chancellor concerning Grande Loge Nationale Française (GLNF)

MW Pro Grand Master and Brethren,
I believe that there is nothing in the Board’s Report that calls for comment, except for the paragraphs relating to the National Grand Lodge of France, and even they are largely self-explanatory. Since this Grand Lodge suspended relations with the GLNF twelve months ago the Board has continued to monitor the situation. It is clear that the GLNF is not in full control of its own affairs. For well over a year its administration and finances have been under the control of a Court appointed administrator, Maitre Legrand. She, although not a Freemason or a member of the GLNF, is currently organising the nominations for and election of a new Grand Master.
To complicate matters further, we understand that at the end of April a group of members of the GLNF and their Lodges broke away and formed a new Grand Lodge which now claims over 10,000 members and more than 500 Lodges. It has just been announced that a further group has broken away and is intent on forming yet another Grand Lodge. It is, therefore, becoming impossible to know who are and who are not bona fide members of the GLNF, which at this moment remains the only Grand Lodge in France recognised by this Grand Lodge.
The Board is aware that, if its recommendation is accepted by Grand Lodge, a number of our members who have joint memberships will need to decide with which constitution they will remain. The Board regrets this but it has a duty to have regard to the best interests of the whole English Craft and in the present circumstances believes those interests will be best served by withdrawing recognition from the GLNF. One hundred years ago members of this Grand Lodge were materially involved in the formation of the GLNF and the return of regular Freemasonry to France: for this and other reasons, the Board’s recommendation was not reached lightly but only after considerable discussion and consultation.
It is important to emphasise that in making this recommendation the Board is not stating that the GLNF or its members are in any way irregular, nor will the withdrawal of recognition of itself make them so. They will, however, become unrecognised though capable of being re-recognised at some future point. For that reason the Board has not entered into discussion with any of the other bodies claiming to represent regular Freemasonry in France nor does it have any intention at the present time of recommending to this Grand Lodge the recognition of any other Grand Lodge in France.
Indeed, we have just learnt that in the last few days a candidate for the Grand Mastership has been nominated. His name will go forward for approval by a General Meeting of the GLNF. The Board will continue to monitor events in France and hopes that this may be the first step – and I emphasise the words “the first step” - towards normalising relations between our two Grand Lodges. In the meantime, however, this event does not change the Board’s recommendation to withdraw recognition.

In moving the resolution standing in my name at item 3 of the Paper of Business may I add to the President’s comment on the regularity of the GLNF. Although it has serious internal problems we believe that the Lodges and members of the GLNF are working in a regular manner. Withdrawal of recognition will not of itself affect the GLNF’s regularity and it will be capable of re-recognition. There is a long established, fundamental principle of Masonic international relations that where Freemasonry exists within a territory, whether or not it is formally recognised, that territory is closed to other Grand Lodges, and the latter should not set up lodges there. Despite the growing number of Grand Lodges which are withdrawing recognition from the GLNF, France remains closed territory and this Grand Lodge would not look kindly on any other Grand Lodge which attempted to invade French territory by setting up Lodges there or taking into its jurisdiction Lodges warranted by the GLNF.
MW Pro Grand Master and Brethren, for the reasons given in the Report of the Board of General Purposes, I move that recognition of be withdrawn.
Grand Lodge subsequently voted to approve the motion that recognition be withdrawn from the Grande Loge Nationale Française (GLNF) with immediate effect.

United Grand Lodge of England has voted to withdraw recognition from Grande Loge Nationale Française (GLNF) with immediate effect.
A full statement will follow shortly.
At its Quarterly Communication in September 2011 the United Grand Lodge of England resolved that relations between it and the Grande Loge Nationale Française (“GLNF”) be suspended.
During the intervening months the situation within the GLNF has deteriorated rather than improved, and the continuing turbulence makes it impossible to determine the true state of affairs.
After long and careful consideration the Board of General Purposes will, in the absence of any dramatic change in circumstances, recommend in its Report to the September Communication of the Grand Lodge that it is in the best interests of the United Grand Lodge of England that recognition be withdrawn from the GLNF.
If that recommendation is accepted by Grand Lodge, a consequence will be that those members of Lodges under the United Grand Lodge of England who are currently also members of Lodges under the GLNF will be forced to choose whether to resign from all such Lodges or to resign from their Lodges under the UGLE.

An address by the MW The Pro Grand Master Peter Lowndes
I am pleased that we have had the opportunity today of acknowledging and celebrating, as Freemasons, the Diamond Jubilee of Her Majesty the Queen. Our association with members of the Royal family over the years has always been of great importance to us, not least the privilege of His Royal Highness the Duke of Kent being our Grand Master.
We have already heard the address on ‘Royal Jubilees and Loyal Freemasons’ and most enjoyable it was, and also we have called off Grand Lodge for the Annual General Meeting of the Grand Charity. I feel that is quite sufficient for one day and I suspect you will be relieved to hear that you won’t be being detained by a further address by me.
So before welcoming our distinguished visitors it only remains for me to wish you all an enjoyable summer.

CONTRIBUTION TO THE GRAND CHARITY
Under Rule 271, Book of Constitutions, Grand Lodge must fix each year the annual contribution that is payable to the Grand Charity. The Council of the Grand Charity had requested that for 2013 the annual contribution be increased to £16 in respect of each member of a lodge in a Metropolitan Area or a Province, or in England and Wales that is unattached.
The Resolution was approved.
2011: Was Sir Christopher Wren a Freemason?
The Lecturer, Dr J.W.P. Campbell, has informed the Board that in addition to the five official deliveries to Isaac Newton University Lodge, No. 859 (Cambridgeshire); Christopher Wren Lodge, No. 4855 (Berkshire); Archibald Campbell Lodge, No. 4998 (Madras); Alphin Lodge, No. 8461 (East Lancashire) and Metropolitan Grand Stewards’ Lodge, No. 9812 (London), the Lecture was also delivered on eight other occasions throughout the Constitution. The Board expressed its thanks to Bro Campbell for the considerable time and effort he has spent in this connection.
2012: Scouting and Freemasonry: two parallel organisations?
The Prestonian Lecturer for 2012 is A.D.G. Harvey. Three official Prestonian Lectures for 2012 have been or will be given under the auspices of: Humber Installed Masters Lodge, No. 2494 (Yorkshire, North and East Ridings), Authors Lodge, No. 3456 (London) and North Notts Masters Lodge, No. 9525 (Nottinghamshire).
RECOGNITION OF FOREIGN GRAND LODGES
The Grand Lodge Oriental of Colombia “Francisco de Paula Santander”
The Grand Lodge Oriental of Colombia “Francisco de Paula Santander” was formed on 18 November 1945 from four lodges meeting in the region of Santander under the National Grand Lodge of Colombia, at Barranquilla, which is one of the four Colombian Grand Lodges currently recognised by the UGLE.
The Grand Lodge of los Andes
On 29 April 1972 the Grand Lodge of los Andes was formed by the Grand Lodge Oriental of Colombia “Francisco de Paula Santander”.
The four Colombian Grand Lodges already recognised by the UGLE together with the above two cover distinct geographical areas in Colombia and all share mutual recognition.
The Prince Hall Grand Lodge of Nevada
The Prince Hall Grand Lodge of Nevada was formed on 16 August 1980, from three lodges meeting in that State under the Prince Hall Grand Lodge of Arizona, which was recognised by the UGLE on 11 September 2002. Having shown that they have regular decendency and that they conform to the Basic Principles for Grand Lodge Recognition, the Board, having no reason to believe that they will not continue to maintain a regular path, recommends that these three Grand Lodges be recognised.
A Resolution to this effect was approved.

The Board had received a report that 18 lodges had closed and had surrendered their Warrants. The lodges are:

A Resolution that these lodges be erased was approved.
THE RULERS’ FORUM
A recent review of the Rulers’ Forum and consultation with Provincial Grand Masters has led to the conclusion that the Forum is not functioning as originally intended. By contrast, the Rulers’ Forum Groups have proved remarkably effective in promoting discussion across Provincial boundaries. After careful consideration, the Board recommended that the Rulers’ Forum be dissolved and that the Rulers’ Forum Groups be reconstituted on an informal basis.
It further recommended that the members of the Commission for Appeals Courts and certain members of the Panel for Clemency, who are currently elected by the Rulers’ Forum at its meeting in December, be appointed in future by the Grand Master from among Brethren nominated for appointment in the same manner as currently applies for election by the Rulers’ Forum.
A Notice of Motion to amend the Book of Constitutions accordingly appeared the Paper of Business.

3.4 Notice of Motion to amend the Book of Constitutions to introduce the office of Mentor was given at the Quarterly Communication in December 2011. The Notice of Motion included a description of the jewel, but no illustration was at that time available. The Board has now considered the design of the jewel, as follows:
HALL STONE JEWELS
Two versions of the Hall Stone Jewel issued to reward donations to the Masonic Million Memorial Fund, established to finance the building of the present Freemasons' Hall as a Masonic Peace Memorial are in common circulation: the individual subscriber's breast jewel, 1½" wide, in silver, engraved with the name and lodge of the Brother, which is suspended from a dark blue ribbon; and the Hall Stone Lodge Jewel, 17⁄8" wide, in silver gilt, engraved with the name and number of the lodge and date of its presentation in the Grand Lodge, which is appended to a light blue collarette, as prescribed in Plate 58 of the Book of Constitutions.
Very few Brethren indeed are left who are entitled to wear the small individual jewels, and those jewels now appear to be regarded as collectable items, which are traded quite regularly. The Board sees nothing objectionable in this.
The Lodge Hall Stone Jewels were presented to qualifying lodges by the Grand Master to mark the contributions those lodges had made. They were not, however, bought by those Lodges, and have always been the property of the Grand Master, to be returned, along with the Warrant and lodge's records if the lodge ceased to exist. Such returned Jewels have then been available as a source of replacements where a Hall Stone Lodge has lost – whether through theft, accident or otherwise – its original Jewel.
The Board is concerned both at the frequency with which Lodge Hall Stone Jewels have recently been offered for sale over the internet, and that former members of certain lodges which have been erased have refused to return the Hall Stone Jewel despite repeated requests that they do so.
The Board therefore recommends that the Grand Lodge place the matter beyond argument by declaring that a Lodge Hall Stone Jewel remains the property of the Grand Master and must be delivered up along with the Warrant if the Lodge is erased.
